The FLS Traffic Management Services section provide qualified personnel, equipment, supervision, labor, training, tools, vehicles, safety equipment and other items/services necessary to perform the daily management and operations of a Cargo Movement Element (CME) which is responsible for planning, packaging, managing, shipping and receipt of all DoD cargo including Hazardous Materials (HAZMAT).
The Hazardous Cargo Handler’s duties
will include, but are not limited to :
Performing 100% acceptance inspection of HAZMAT IAW AFMAN 24-204 (I)
Using US provided IT Systems for shipment processing and documenting all cargo entering the Defense Transportation System
Highlight any problems such as outsize loads that may extend turn round times.
Preparing Transportation Control and Movement Documents (TCMD) or other shipping documents as needed for shipment
Preparation and inspecting for damage all HAZMAT cargo presented for shipment
completing and forwarding transportation discrepancy reports IAW DoD 4500.9-R, Part II as required
Ensure all DoD shipments departing or returning to the United States containing Wood Packaging Material (WPM) must be treated for compliance IAW IPPC International Standards for Phytosanitary Measures (ISPM) Number 15.
Process, assist and remain available for Joint Inspection of ULN processed Hazardous cargo
Loading/unloading trucks, SEAVANS, MILVANS, containers
Building 463L cargo pallets as required
Properly maintaining disposition and traffic management documentation.
Receive cargo for the base, tenant or Contractor organizations. IAW AFI 24-203 and DODM 4140.01.V5
Cargo must be verified, off-loaded, cargo inspected, special materiel identified and segregated (once segregated the physical materiel and documentation will be worked together), in- checked in transportation systems, materiel inspected, processed in materiel management system of record and moved to appropriate holding locations.
Participate in the management of Health and Safety within the FLS work area
Ensure all daily/weekly checks are undertaken on MHE and other vehicles within Traffic Management Services Section
Report any defects
Responsible for ensuring that all
and continuation training is maintained and recorded through the training manager.
Monitor working conditions for all staff.
Must be either a US citizen and hold a US Secret Security Clearance or be a member of one of the Five Eyes (FVEY) countries and have a completed National Agency Check with written Inquiries (NACI)
Proven record of working in Cargo Receipt and Dispatch operations including the use and operating of specialist Material Handling Equipment (MHE)
Must be knowledgeable of, and have a background in, the training requirements of the various types of handling equipment used by the military and civil operators
IATA Dangerous Goods trained (Cat 6)
Fluent in English to a minimum level of 3333 in accordance with STANAG 6001
Be familiar with NATO, ICAO and ISO terminology
Experience of working on operations in austere remote sites or in developing nations.
