The Deputy Project Manager FLS is responsible for assuming the overall management, supervision and administration of all OSS FLS staff and Aircraft Handling Equipment and the safe handling and turn round of Military and Civil Air Transport Aircraft.
He will be the Senior KBR subject matter expert on the Aerial Port function with particular responsibility for ensuring that the Health & Safety standards in accordance with the OSS H&SE Management Zero Harm and Courage to Care ethos are maintained at all times, that training and qualifications of all personnel is up to date and meets the needs of cargo and air terminal standing operating processes and practices. Additionally, ensure wherever possible that critical manning levels are maintained and manning rotas are managed to ensure de-confliction of leave etc thereby ensuring maximum service provision within the requirements of the contract.
The DPM FLS will be required to represent the company at senior level meetings with client and customer.
Working conditions in
Afghanistan are arduous and includes heat and dust, frequently involving much physical exertion and exposure to the elements and aircraft related hazards. Operations will be of a 24 hour nature taking place both day and night and may include routine air travel.
Responsible for the successful management of the FLS Contract
Assist in identifying prospective job applicants
Participate in the selection & interview of applicants for employment
Identify and arrange training courses to ensure that the full range of qualifications and competencies for each position are maintained
Responsible for the management of a training programme for the proper utilisation of the NATO & US Gov provided Aircraft Handling Equipment
Liaise with the NSPA Technical Officer to ensure compliance with service delivery
Assess performance and competency of KBR deployed personnel
Responsible for staff administration and management
Responsible for ensuring compliance with the Health and Safety at Works Act and Local SOPS
Ensuring the safe turnaround of all Military and Civil Aircraft in accordance with the appropriate aircraft technical and operational procedures
With the assistance of
the FLS and Dep FLS Manager be responsible for performance management and discipline matters of all staff engaged as Movements Operators
Hold a KAF Airfield driver license.
Provide a 24/7 Customer Focal Point service to manage the operational needs of the Client
Prepare and provide routine and ad hoc management reports as required.
Support to other company projects as required.
Any other related duties as may be assigned
Holder of a valid NATO or US Secret Clearance
Ability to manage at least 180 employees
Able to establish and build client and customer relationships.
Experience in coordinating military air cargo, ramp & Pax loading operations.
Experience in managing air transport operations including terminal operations, cargo management, passenger management, dispatch of aircraft and the specialist Aircraft Handling Equipment.
Experience at working in a Military environment.
Knowledgeable of the training requirements of the various types of aircraft and handling equipment used by the military and civil operators.
Knowledge of current training requirements of transport aircraft standard operating procedures and processes.
Knowledge of Quality Management Systems and how they are applied to the operations of complex Aerial Port operations.
The ability to write and amend Quality Plans and applicable procedures and forms.
Holder of, working towards or be willing to undertake a relevant Project Management qualification.
Be familiar with NATO, US Military, ICAO and ISO terminology.
Experience of working on operations in austere remote sites or in developing nations.
Experience of and be qualified to operate relevant Aerial Port MHE.
Rotary wing experience.
Knowledge of Air Transport Security operations.
Experience and skill sets to operate LOGFAS EVE & DOD GPAS systems such as GATES.
Experience of working with NSPA.
Experience in the resolution of HR issues, disciplinary matters and staff relations.
