Covering Europe, Middle East and Africa (EMEA) from our Headquarters in Leatherhead, we are looking to recruit existing Authorising Engineers or Authorising Persons that we will support and develop to become Defence Infrastructure Organisation (DIO) Licensed AE’s in Electrical, Mechanical and Civil fields of expertise.

A Defence Infrastructure Organisation (DIO) Licensed Authorising Engineer (AE) is a qualified AE who had been deemed competent by the MoD Senior Authorising Authority, or their Deputy (DSAA), and appointed by a Maintenance Management Organisation (i.e. KBR) to oversee the application of and provide the necessary assurances of the adequate implementation of a specific discipline (Chapter) within Joint Service Publication 375 Volume 3, (JSP 375 Vol 3).
The AE provides the primary audit function within the Safety Management System along with high level implementation of the rules and procedures and assessment of competence across an estate delivery area.
In line with the above KBR are looking to hire a qualified Authorised Person (AP) or existing Authorising Engineer (AE) to undertake the required training and gain the necessary experience to become a DIO Licensed Authorising Engineer.
Qualifications, Experience and Skills
Once Licensed the Authorising Engineer will support KBRs projects by providing an independent technical review of MOD projects delivered by KBR.
The role will also support services we offer to external suppliers.
Recent experience working as an Authorised Person or Authorising Engineer.
Must be willing to complete the training and gain the practical experience required to be licensed as an AE by the UK MOD.
Must be mentally and physically fit and be capable of passing a detailed medical examination.
Must be capable of obtaining NATO Secret (NS) Security Clearance.
Must be a trained Authorised Person or existing Authorising Engineer with operational experience of delivering FM or other critical services.
Degree, HND or HNC in a technical or engineering field or similar qualification.
Technical background with respect to relevant disciplines for appointment as an Authorising Engineer to include High Voltage and Low Voltage systems.
Be willing to complete a personal development plan to allow them to be suitably qualified and experienced for appointment as an Authorising Engineer in at least one other of the following disciplines;
Mechanical Systems (Boilers and Pressure Systems, Natural Gas and LPG Systems, Medical Gas Pipeline Systems and Dental Air, and Vacuum Systems)
Working at Height
NEBOSH or similar H&S qualification.
Experience in issuing safe system at work.
Must be able to demonstrate a good understanding of UK health and safety legislation and an ability to carry out risk assessments and propose actions for risk control/management.
Thorough knowledge of MOD JSP 375.
Be registered as a Chartered Engineer, Incorporated Engineer or Professional Health and Safety Practitioner with experience in the appropriate discipline.
Experience of working on Government services contracts.
Computer literate in Microsoft Office suite.
Excellent communication skills both written and verbal, with ability to liaise with senior client figures.
Working knowledge of JSP 375, Health Technical Memorandum or other similar standard.
Be from a military or healthcare background.
Knowledge of airfield operations, Airfield Ground Lighting (AGL) and services would be an advantage.
Be familiar with NATO, ICAO and ISO terminology.
Experience of working on operations in austere remote sites or in developing nations
Core Responsibilities and Duties
Assessing the experience, training and competence of Authorised Persons; providing recommendations of appointment.
Providing technical and engineering support to ensure all Authorised Persons are competent to carry out their function, to ensure compliance and succession planning.
Designing and delivering training and facilitating workshops to ensure Authorised Persons have the necessary level of competence.
Certification & Training of on-site Authorised Persons.
Implementation, Administration, Auditing and Monitoring Safe systems of Work associated with Statutory Electrical Regulations.
Carrying out internal or external auditing activities in the role of an Authorising Engineer as per the requirements of JSP375.
Responsible for ensuring compliance with the Health and Safety at Work Act, KBR Health and Safety policies, and the Electricity at Work regulations.
Undertake investigations with respect near misses and accidents, liaising with enforcing authorities where required in the role of an Authorising Engineer.
Routine inspections (6 monthly & annual) across Electrical 9HV & LV, plus other areas of expertise.
Act as the focal point to the Senior Management within KBR and AP teams in all matters relating to JSP 375 Vol 3.
Provide the necessary assurances that JSP 375 Vol 3 is being appropriately implemented at site level through the AE Audits undertaken and the Assessment of Competence of the Authorised Persons.
