Science Planning Manager – Contingent Hire

Science Planning Manager (SPM) supports Principal Investigators (PIs) with planning and logistics cost estimates for PIs to include in their proposals to the National Science Foundation (NSF).

Approximately 400 arctic research proposals per year are submitted to NSF and other agencies; 50 to 100 each year require a logistics estimate; and approximately 150-160 (new and prior-awarded proposals) required field support and logistical services each year.

The SPM works closely with PIs to capture overall scope of support with an estimate for the life of the project. The SPM obtains all needed costs needed to execute each project. If approved, then the SPM incorporates the estimate will into the project plan.

The SPM defines logistics support in granular detail, and manages the approved scope and logistics budget, and execution of preparations and field work.

If needed, the SPM takes timely action to confer with NSF Program Managers for realignment of plans and funding to assist the science team in adjusting research goals.

The SPM maintains access electronic systems to view PI proposals and track status during review. The SPM maintains communication with PIs to begin refining the field project plans and budgets typically occurring May to June of each year.

The SPM creates project operational plans that are fully interactive with the PI and NSF. Project plans shall include a brief description of the research and research goals and outline requirements to define roles and responsibilities, risk assessment, critical success factors, and operational plans, so that PI support activities may be easily transmitted to NSF.

Customer Relations

Establishes and maintains daily interface with PIs and NSF providing updates, status, reporting, issue identification/resolution

Balances customer expectations with internal business goals

Coordinates with PI’s and local vendors obtaining materials quotations, input on regulatory changes and emergency response,

Meets with third party community members and stakeholders to understand concerns and adjust work processes/procedures as customer directed.

EDUCATION / CERTIFICATIONS / EXPEREINCE / ABILITIES:

Possess a science, engineering, business or accounting degree from an accredited four-year college or university; advanced degrees preferable

EXPERIENCE

5-years demonstrated science, engineering, management experience on grants, contracts and projects of a similarly complex nature and financial scope

5-years working in scientific arena supporting PIs or serving as part of a PI team.

Experience working on projects utilizing civil, mechanical, and electrical and electronics engineering disciplines

Experience reviewing and approving the work of project scientists, managers, engineers, support staff and contract administrative personnel

Excellent interpersonal and communication skills with documented supervisory experience

Well-organized, results-oriented, energetic, team player with proven decision making ability

(Desired) Experience working with scientific grants/contracting

CERTIFICATIONS:

Project Management Professional (PMP) certification desirable
